Job Description

The Manager is responsible for overseeing all coordination with the Government bodies, local authorities and delegates, for subdivision of plot lands and application and renewal of construction permits, company registration, licenses and project trademarks. The Manager shall be familiar with the statutory requirements and is able to liaise with relevant departments for submission of applications and documents to authorities. He/She is able to continuous follow-up and escalates the processes in order to accomplish the timeline set for the projects or companies. Has ultimate accountability for the function and provides advice and recommendations to the GM/ED. He/She shall be seconded to Shukaku Inc for all matters in relation to internal/external liaison work. Oversees:

  1. Liaison & Government Matters
  2. Facility Management
  3. Security

The Manager is accountable for the following tasks:

Facility Management (PPCC Estate Services)

  • Monitor, plan and coordinate with investors in ensuring all maintenance of buildings, infrastructure and installations (telecommunications, HVAC, electricity) are up to date and operational, troubleshoot and direct external parties including JV investors/investors in general to relevant department in Company or authorities. 
  • Inspect building structures to determine need for repairs and renovations. 
  • Supervise and instruct all FM staff and external contractors. 
  • Control and plan activities like parking space allocation, waste disposal and building security etc. 
  • Draft and implements SOPs and control measures in ensuring operational efficiency. Security: 
  • Oversees the Security Supervisor. Others 
  • Submit monthly management reports. And any other tasks as assigned by ED.

Liaison & Government Matters (Shukaku Inc/PPCC Estate Services) 

  • Attend meetings and meet-up with Government Officials / Dignitaries / various Statutory Authorities / external Agencies. 
  • Act as liaison between Company and Government & Statutory authorities to escalate and obtain crucial permissions / sanctions / approvals for licenses and permits. 
  • Liaise with affiliated Company’s Design & Engineering and Project Management & Construction for land mapping and measurements and engineering documentations for outstanding submissions. 
  • Coordinate with affiliated Company’s Finance & Accounts Department to arrange land tax payment to Tax Authority and stamp duties payment for Permit Authorities.
  • Liaise with Environmental Authorities to ensure development of PPCC is in compliance on Environmental aspect and ensure Environmental Assessment Report is complete. 
  • To ensure timely submission of application forms with required documentation to various statutory authorities / external agencies / dignitaries for all statutory licences, construction permits for Company projects. 
  • Liaise with Government Authorities, Commissioners Office, Sub Registrar offices for legal and bank approvals. 
  • Registration of subdivision of plot lands and compilation of documentation related to land conversions, subdivision and change of Land use or land title with concerned authorities. 
  • Maintain a database of all liaison related documentation; constantly monitor the same and ensure timely renewal of approvals / sanctions. 
  • Registration of Company logos, Trademarks and new businesses with Ministry of Commerce and follow-up of approvals. To seek Company lawyer's advice where required. 
  • To arrange logistics for the meetings and prepare expense claims for reimbursement. 
  • Oversees the general management of facility management function. 
  • Drafting and implementation of estate services SOP and documentation. 
  • And any other tasks as assigned by GM/MD.

Position Requirements

  • A degree holder in Legal background, Architecture or Engineering degree or related discipline, holding an MBA degree would be an advantage 
  • Min 10 years liaison experience in a senior position in a Real Estate industry with Government and Authorities; 
  • Experienced with subdivision of lands, permits and licenses. 
  • Familiar with liaison and government process and regulations in the real estate development industry 
  • Ability to identify and coordinate with lead project heads related to the design and deliverables; 
  • Ability to interpret and translate the requirements of the Statutory boards, enquire and follow-up and communicate across the needs to Project team. 
  • Ability to analyse the information and create accurate submission of applications and documentations to Local Authorities. 
  • Strategic, analytical and good organizational skills. 
  • Has experience in dealing with government bodies; 
  • Independent and motivated and sense of urgency; 
  • Able to work in a highly matrix and multicultural environment; 
  • Strong oral and written communications skills; and 
  • Has healthy life style, and can work well under pressure. 
  • Proficiency in Khmer and English 
  • Mandarin is an added advantage. 
  • High level of ethics, morals, and professional standards;
